Facilitate for EU citizens also, the procedure for obtaining ID cards in Sweden. This proposal was made by the National Board of Trade in their comment on a proposal for simplification of the procedure for non-EU citizens to obtain ID cards in Sweden.
The Swedish Ministry of Finance proposes that it is to be made easier for persons with permanent residence permits (non- EU citizens) to obtain ID-cards in Sweden. In connection with application for a permanent residence permit identity must be verified at the Swedish Migration Board. The Ministry of Finance proposes that the Swedish Tax Agency, that issues ID cards for foreign citizens registered as living in Sweden, is to accept this verification of identity as grounds for issuing a Swedish ID card.
The National Board of Trade supports this proposal and at the same time proposes that the same simplification of the procedure is made for EU citizens. The only identification document accepted today by the Swedish Tax Agency when EU citizens apply for ID cards is an EU passport. However, since it is not necessary to show a passport when travelling within the EU, many people only have a national ID card.
“The fact that ID cards from other EU countries are not accepted as grounds for obtaining a Swedish ID card is a problem that has been drawn to the attention of the Board of Trade on several occasions”, says Fredrik Olsson, an analyst at the National Board of Trade. |

Fredrik Olsson | An EU citizen has the right to settle freely in an EU country, but is obliged to register their residence after three months. In Sweden this is done at the Migration Board, and in connection with this registration, identity, among other things, must be verified. The opinion of the National Board of Trade is that this process should also be able to provide a basis for identification when people apply for ID cards.
